Consultancy: Nutrition Information Management (Open to Philippine Nationals)

Specific objectives of this consultancy are to:
  • Support the nutrition section in monitoring, reporting of workplan and Nutridash indicators:
    • Collect, compile, clean and analyse nutrition data (Micronutrient Supplementation, IYCF, CMAM) received from government and partners and prepare briefs, visuals and presentations as needed.
    • Coordinate with partners and government agencies for the data collection for the Nutrition Dashboard (Nutridash).
    • Complete and regularly update information management outputs of regular and emergency nutrition programmes.
    • Keep and enhance database of nutrition program indicators (e.g. trained personnel, targeted areas).
    • Provide data and information management support including but not limited to development of maps, dashboards, infographics and others for nutrition team project proposals and advocacy.

  • Provide technical support to DOH/NNC in the development and strengthening of country monitoring, evaluation and nutrition information system:
    • Support the government initiatives in conceptualizing and operationalizing a nutrition information systems in pilot areas.
    • Support trainings on information management and provide technical assistance on the development of information systems.
    • Support NNC/DOH to develop appropriate strategies to enhance existing routine reporting systems to ensure adequate reporting and information sharing.
    • Assist in other tasks in support of humanitarian emergencies.

Major Tasks
  • Support to nutrition section in monitoring and reporting on work plan and Nutridash indicators.
  • Support to DOH, NNC and Nutrition Cluster (AWMG-TWG) in developing and testing surveillance systems for cluster linked with routine programme reporting for management of SAM; IYCF and micronutrients.
  • Support in documenting lessons learned of both regular and emergency interventions
  • Support in data analysis for advocacy; reporting progress and developing donor proposals.
  • Assist in other tasks in support of humanitarian emergencies.

Deliverables
  • Monitoring report on nutrition section work plan.
  • Consolidated/Updated nutrition indicator dashboards from relevant data sources (NNS, NDHS, DOH/NNC Reports).
  • Completed and updated Nutridash indicators and consolidation of references.
  • Documented Work plan and progress reports on coordination with government partners.
  • Reviewed TORs on the development of Nutrition surveillance framework and Nutrition Info Management Systems.
  • Training Plan or reports for the surveillance/monitoring system.
  • Developed, tested and approved surveillance systems that links regular and emergency programming.
  • Documentation report of lessons learned of both regular and emergency interventions.
  • Work plan Monitoring report.
  • Knowledge Management Products.
  • Progress report and documentation.
  • Updated Nutrition Database/Dashboard.
  • Terminal Report.
  • Humanitarian assistance provided to affected populations.

Qualifications and Competencies of Successful Consultant
  • Advanced university degree in Public Health, Epidemiology or Nutrition.
  • Training on GIS mapping, Data-Management and Infographics design an advantage.
  • At least five years technical experience in health and nutrition supported by strong references.
  • Experiences in nutrition information, data, and knowledge management and experience with contributing to academic papers are an added advantage.
  • Relevant field experience and emergency response experience highly desirable.
  • Strong analytical and presentation (oral and written) skills including use of essential computer software packages.
  • The ability to meet deadlines and work with minimal day to day supervision.
  • Excellent skills and experience in designing/reviewing Nutrition plans.
  • High coordination and communication skills. Excellent knowledge of English. Excellent writing and analytical skills.

    • Ability to express clearly and concisely ideas and concepts convincingly in written, oral and visual form.

    • Ability to analyse and evaluate data, identify bottlenecks to improve systems and provide recommendations
    • Good interpersonal skills to ensure effective working relationship with partners and colleagues. Sensitivity to partner’s needs and expectations, maintaining open communications.
    • Innovative, able to take risk and able to lead or participate in change to keep operations working.
